Septic tanks, not sceptic tanks (the latter does appear, but seems to be a misspelling). That's quite a funny usage, where did you come across it? I think it's probably a species of rhyming slang off "Yanks", there's some meager amount of support for this version (e.g. search for yanks on this page).
